Background

Organizational Setting

FAO in partnership with the Government of Moldova is implementing the project GCP/MOL/007/GCR “Mainstreaming adaptation into planning process to reduce vulnerability to climate change at local and central levels in Moldova’s Agriculture Sector (Ag. SAP)”.  The main objective is to support the MARDE to conduct comprehensive work to ensure climate change adaptation is mainstreamed into planning processes in the agriculture sector, ensuring a gender sensitive approach and the participation of all vulnerable groups.

Reporting Lines

The incumbent will work under overall supervision of the FAO Representative in Moldova, the technical supervision of the Lead Technical Officer (LTO) of the project and the Green Climate Fund (GCF) Advisor and operational supervision of the Budget Holder, as well as in close consultation with the National Designated Authority (NDA) – Ministry of Agriculture, Regional Development and Environment (MARDE) of the Republic of Moldova.

Tasks and responsibilities

The Project Manager will be responsible for ensuring the overall technical quality of activities implemented in the framework of project GCP/MOL/007/GCR “Mainstreaming adaptation into planning process to reduce vulnerability to climate change at local and central levels in Moldova’s Agriculture Sector (Ag. SAP)”. Particularly, the project manager will:

  • Prepare a Project working and procurement plan for overall implementation and monitoring of the project activities, including project schedule, outputs and other project tasks, in close collaboration with Moldovan NDA and National Team Leader for the project.
  • Coordinate the overall implementation of activities and liaise with FAO staff and the Ministry of Agriculture, Rural Development and Environment- NDA for the GCF to ensure timely delivery of products under the project according to workplan.
  • Develop and assist in preparation of written communication to the GCF related to the outputs and deliverables of the project activities, including drafting the interim and completion project report submitted to GCF in close collaboration with Moldova’s NDA and FAO Representation.
  • Work with the National Team Leader of the project to identify all stakeholders both public and private that are relevant for GCF in the country and engage in active dialogue with them for the implementation of project activities, working with the National Gender Specialist to ensure equal participation of women and other vulnerable population throughout the project.
  • Coordinate the organization and participate in national and sub-national consultations with all relevant actors and stakeholders, including the inception workshop and other relevant gatherings planned under the project.
  • Provide operational support for the procurement and recruitment foreseen under the project according to approved budget
  • Perform other duties and activities as required to ensure successful implementation of the project.
