   Context:

Under the overall supervision of the Chief of Mission and the direct supervision of the National Migration Health Officer, the incumbent will be responsible for the effective implementation of migration health project activities as follows:

Core Functions / Responsibilities:

 Lead the implementation and monitoring of the project “Enhancing Gender-Sensitive TB Detection, Surveillance, Treatment and Prevention among mobile Populations from the Republic of Moldova” under the International Development Fund (IDF).

  • Provide technical assistance to project partners in support of project implementation.
  • Oversee the development and implementation of the migration health module within the national TB database.
  • Participate in organisation and development of studies and research in the migration health field with focus on gender differences in health care seeking behaviour, access to TB treatment and knowledge on and perception of tuberculosis.
  • Support of and participate in organization of national and international trainings, workshops, conferences and other information and educational activities in the field of migration and TB.
  • Organize and coordinate a national information and community-based awareness-raising campaign targeting gender, migration, and TB.
  • Initiate coordination meetings with implementing partners, public health authorities,  and government counterparts to ensure complementarity and avoid overlapping/duplication of project activities.
  • Assist in monitoring the budget status and ensure the project expenditures are according to the workplan and project timeline.
  • Draft project narrative reports and prepare inputs for briefings and background information requested by the key partners, donor(s) and other entities, as well as assist in the production of financial reports in accordance with project reporting requirements.
  • Coordinate and monitor work of the contracted personnel involved in project delivery ensuring its services have comprehensive and accurate outcome for implementation of individual project activities along with the expected overall project results.
  • Assist in the development of project proposals and subsequent presentation to potential donors and relevant stakeholders.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience

Education and Experience:

  • University degree in Business Administration, International Relations, Social Sciences or Public Health with at least 5 years of working experience; or
  • Master’s degree in Public Health Management will be an advantage;
  • Experience in Migration Health area.
  • Experience in project implementation and monitoring.
  • Work experience in multinational companies or international organizations.
  • Experience in the field of project administration will be an advantage.

Languages:

Fluency in English, Romanian and Russian is required.

 Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.

 Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
