Background

Organizational Setting

FAO in partnership with the Government of Moldova is implementing the project GCP/MOL/007/GCR “Mainstreaming adaptation into planning process to reduce vulnerability to climate change at local and central levels in Moldova’s Agriculture Sector (Ag. SAP)”.  The main objective is to support the MARDE to conduct comprehensive work to ensure climate change adaptation is mainstreamed into planning processes in the agriculture sector, ensuring a gender sensitive approach and the participation of all vulnerable groups.

Reporting Lines

The incumbent will work under overall supervision of the Assistant FAO Representative in Moldova, the direct supervision of the Team Leader of the project, technical guidance of REU Gender specialist and operational supervision of the Budget Holder, as well as in close consultation with the National Designated Authority (NDA) – Ministry of Agriculture, Regional Development and Environment (MARDE) of the Republic of Moldova and in close liaison with FAO office in Moldova.

Tasks and responsibilities

The National Gender Specialist will be responsible for ensuring gender mainstreaming throughout the different activities implemented in the framework of project, particularly will:

  • Provide continuous support to the project team to ensure their familiarity and awareness with the gender equality and human-rights based approaches, in compliance with the UN and FAO corporate principles and commitments. For this purpose, conduct awareness-raising and training sessions on regular basis;
  • As part of the project team, conduct gender-sensitive Needs assessment of capacities in agriculture sector;
  • Provide technical support and inputs on formulating TOR for the Working group on Adaptation Planning in Agriculture and ensure its gender balanced representation. Conduct awareness raising and gender sensitivity training sessions as appropriate in this context;
  • Support the conduction of a gender- sensitive impact assessment for the agriculture sector;
  • Support the development of an instructor-led-on-site gender-responsive training program focused on climate impacts and climate vulnerability assessment methodologies and approaches, as well as socio-economic assessment and valuation methodologies to be delivered in 6 prioritized districts;
  • Support the development of a Climate Change Adaptation Technology Needs Assessment, ensuring a gender-sensitive approach;
  • Contribute to the development of a gender sensitive outreach and communication strategy for the project
  • Ensure that the Agriculture Sector Climate Change Adaptation Strategy and Action Plan to be developed under the project integrate gender concerns;
  • Support the formulation of gender-responsive community-based adaptation Action Plan in Agriculture Sector for 6 rural communities/villages
  • Provide inputs to the process of updating and improving the CCA investment plan for the Agriculture Sector.
  • Provide technical inputs and support the preparation and organization of stakeholder consultations workshops and training sessions in the country from the perspective of gender equality.
  • Perform other duties and activities as required to ensure successful implementation of the project activities related to gender issues.
