The International Organization for Migration (IOM) is looking for an Expert on Video Control Systems, according to the Terms of Reference below, to start on 15 March 2020

Background of the Consultancy:

Under the overall supervision of the Chief of Mission and the direct supervision of the Project Coordinator, the successful candidate will be responsible for providing effective and efficient support to the IOM Project Management Teams, as well as the direct project beneficiaries, namely the Customs Service (CS) of Moldova, State Customs Service of Ukraine (SCSU), General Inspectorate of the Border Police (GIBP) of Moldova, the State Border Guard Service (SBGS) of Ukraine, and European Union Border Assistance Mission (EUBAM).

The project aims at enhancing the inter-agency cooperation through establishment of a video -control system (CCTV and Automatic number-plate recognition (ANPR)) at some of the busiest road border crossing points (BCPs) the Moldovan-Ukrainian border, and supporting the exchange of video information and data between the targeted BCPs. Hence the incumbent is expected to have distinct expertise and vast experience in the development of contemporary automated information exchange systems for the border authorities or the law-enforcement agencies, (incl. IT/software solutions), including the tactical and operational use of automated number plate recognition systems.

1. Nature of the Consultancy:

The main task of the incumbent will be to support the two countries with implementing an automated video control systems (VICOS) for information sharing between border authorities in MD and UA, including exchange of ANPR data. To complete the tasks, the incumbent will assess and develop the rationale of IT solution (hard- and software), scope and estimates of the work required at the target sites, through desk research, consultations with the beneficiaries and fact-finding visits, supported by 1) description of technical needs, software requirements and  hardware specifications of the concerned systems; 2) list of recommendations for establishment information exchange mechanism for the data collected, including integration with the existing systems in use and their upgrade if required,  including a detailed estimation of required funds (budget calculations), and 3) description of the relevant border infrastructure needed to operate the systems by the UA and MD beneficiary agencies at the target sites, in coordination with an IOM hired engineer.

3. Tasks to be performed under this contract: 

• Consulting the UA and MD beneficiary agencies in the process of the development of the joint vision on the VICOS, its functions and the regulatory and cooperation frameworks pre-requisites
• Developing the Terms of Reference and operational concept for the envisaged video control and information exchange systems.
• Producing a description of the hard- and software requirements and full list of hardware to be procured with relevant specifications, including a detailed estimation of required funds (budget calculations).
• Producing a full description of the necessary supporting infrastructure works (construction /refurbishment) at the target BCPs. 

4. Tangible and measurable output of the work assignment:

•  Recommendations provided to the UA and MD beneficiary agencies in the process of the development of the joint vision on the VICOS, its functions and the regulatory and cooperation frameworks pre-requisites.
• Technical assessment report, describing the findings from meetings with all relevant stakeholders in MD and UA, of the existing information and monitoring systems used by all concerned services in both countries, as well as any regulatory and cooperation frameworks pre-requisites for the establishment of the VICOS.
• Full description of the proposed IT solution, the ToRs and operational concept and the required hard- and software required for the installation and operationalization of the systems, incl. budget estimations.
• Consolidated list of recommended infrastructure works, in coordination with an IOM hired engineer.

5. Realistic delivery dates and details as to how the work must be delivered:

 The assignment shall commence not later than 15 March 2020 and conclude prior to 20 May 2020 utilising a maximum period of ten (25) billable days.

#3: Drafting the assessment report with detailed description of the VICOS system for each country
#4: Participation in the consultations with the stakeholders on the draft documents
#5: Finalization of the report and annexes and its submission to IOM

#4 Written feedback on the necessary adjustments to the updated assessment report and inventory of the technical needs;
#5   Final assessment report and annexes in finalized form: Summary Terms of Reference (TORs) for the VICOS system technical requirements Updated exact inventory of the technical needs, the technical requirements, list of equipment to be procured with relevant specifications, Description of the necessary supporting infrastructure (construction /refurbishment) to be carried out at the target BCPs for each country; Detailed estimation of required funds (budget calculations) Summary Terms of Reference (TORs) for the VICOS software system requirements; The description of the IT/software solutions for the VICOS system for each country and the technical requirements of the IT/software solution; Recommendations for the normative/regulatory documentation on exchange of pre-arrival information; Detailed estimation of required funds (budget calculations) for the development or procurement of the software, its installation and integration in the existing systems

6. Performance indicators for evaluation of results (value of services rendered in relation to their cost).

 The consultant’s performance will be evaluated by the Migration Management Project Coordinator:

• Satisfactory completion of tasks indicated in this TOR
• Quality of the analysis and the delivery of assessment report.
• Quality of the comprehensive final report
• Feedback from the stakeholders

7. Required Qualifications and Experience:

Education/Experience:

• Technological awareness/knowledge of commercial off-the-shelf components and products
• Certification in IT systems development, with specific expertise on video control systems desired
• Experience in development, deployment and operation of ANPR-based technologies at BCPs a distinct advantage.
• Experience in design and implementation of comprehensive information exchange systems and databases that are in use by law enforcement, customs or border authorities in the region a distinct advantage.
• Experience in business processes optimization and modelling is an asset.

Languages:

• Fluency in oral and written English and/or Russian is required. Knowledge of Romanian would be an asset.

Desirable Competencies:

• Analytical and conceptual skills to tailor IT based solutions to the specific needs of law enforcement agencies.
• Ability to process and understand complex requirements concerning IT and data security of information exchange systems.
• Effective communication skills with the ability to clearly and concisely express ideas both verbally and in writing.
• Timeliness in performing the assigned tasks and foreseen high-quality outputs.
• Ability to work and deliver under pressure.

8. Logistics and Timing:

 The assignment will involve trips to 4 road border crossing points (BCPs) at the Moldovan-Ukrainian border (Otaci – Mohyliv-Podilskyi; Criva – Mamaliga; Tudora – Starokazachie; Vulcanesti – Vinogradovca).  

Subject to prior arrangement the Consultant will have access to deployed transportation and translation/interpreter resources. Should the assignment require duty trips outside of Chisinau, the Republic of Moldova, the consultant will not be entitled to any per-diem.

The Organization will pay the Consultant up to two (2) round trip economy class flight tickets from the Consultant’s home station to the place of duty.

Prior to commencing the assignment, the Consultant will be required to submit a statement of good health signed by a certified medical doctor, including confirmation that the Consultant’s vaccinations required for the country to which travel may be required are up to date.

IOM only covers the Consultant against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the assignment. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. The Consultant is responsible for his/her own medical insurance for non-occupational accident or illness.
