Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. Context:

Under the overall supervision of the Chief of IOM Mission and direct supervision of the Finance Officer, Accounting Assistant will be responsible for providing assistance to the project staff of the organization. The incumbent will contribute to the achievement of IOM objectives and the strengthening of IOM professional capacity.

Core Functions / Responsibilities:

  1. Verify/record invoices received from vendors for goods/services delivered to IOM;
  2. Process down-payment requests;
  3. Ensure that all supporting documentation is duly prepared/authorized before submitting to Treasury for payment;
  4. Enter GL records in PRISM;
  5. Create/maintain vendors accounts in PRISM;
  6. Monitor the mission’s accounts receivables & payables;
  7. Follow-up with responsible staff for timely bringing of financial documentation proving delivery of goods/services;
  8. Verify reconciliation statements with vendors;
  9. Record amounts owing to IOM – non-donor billing (private usage IOM cars/telephones by staff);
  10. Control, advise and coach the NGOs/implementing partners regarding usage/reporting of the provided funding;
  11. Review and process financial reports from NGOs/implementing partners;
  12. Keep track of the mission’s VAT accounts;
  13. Prepare and submit the VAT monthly reports to fiscal authorities for reimbursement;
  14. Carry out period-end processes (review/clear open items on vendors, GL accounts);
  15. Prepare monthly accounting returns packages to be sent to MAS;
  16. Upon requests from other missions, prepare and send copies of financial supporting documentation;
  17. Suggest improvements to internal controls and streamlining/efficiencies;
  18. Bring to the attention of the supervisor any relevant accounting issues;
  19. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education and Experience:

  • Bachelor’s degree from an accredited academic institution, preferably in Accounting, Business Administration, Finance or an equivalent combination of training and experience;
  • A minimum of 5 year’s work experience with responsibility in accounting/finance;
  • Experience in mass payments processing and banking;
  • Familiarity with generally accepted accounting procedures;
  • Good knowledge of and experience in the use of the MS Office package; familiarity with SAP would be a distinct advantage.
  • Strong interpersonal & intercultural skills with an attention to details; Team player; 100% integrity.
  • Demonstrated ability to maintain accuracy & confidentiality in performing responsibilities;
  • Experience in the field of project administration will be an advantage                                                                                             

Languages:

 Fluency in English, Romanian and Russian is required.

 Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.

 Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
