Context:

Under the direct supervision of the Chief of Mission (CoM) for administrative and non-health related technical matters and technical supervision of the Regional Health Assessment Programme Coordinator (RHAPC) for health assessments and the Regional Migration Health Specialist for South-Eastern Europe, Eastern Europe and Central Asia for health assistance and emergency programmes. The incumbent will be responsible for the development, implementation and management of the health assessment and other health programmes in Moldova.

 Core Functions / Responsibilities: 

  1. Ensure the efficient daily operations of the Migration Health Assessment Center (MHAC), in close coordination with the Regional Migration Health Assessment Programme Coordinator (RHAPC).
  2. Organize and conduct Chisinau MHAC’s migration health assessment process to fulfil the technical requirements of the resettlement countries in the areas of:
    1. Medical examinations;
    2. Imaging;
    3. Laboratory testing;
    4. Vaccinations;
    5. TB management;
    6. Treatment and referrals;
    7. Pre-departure procedures and medical movements;
    8. Documentation, certification and information transmission; and,
    9. Other technical areas as may be required
  3. Ensure proper identification of refugees and migrants during the health assessment and record all relevant health information in standard forms; ensuring completeness and accuracy of the recorded information.
  4. Perform treatment for TB and sexually transmitted infections and provide support to the HIV and counselling activities. Oversee and coordinate the management of TB cases to ensure effective TB treatment.
  5. Oversee and coordinate the accurate and effective provision of immunization and presumptive treatment programmes in full compliance with the technical guidelines and protocols of the resettlement countries. Assist CMHO in monitoring, supervising and educating all staff in the delivery of these programmes.
  6. Contribute to and maintain a system of quality improvement for each service area within the MHAC. Undertake quality control activities on a regular basis, including practice observation, desk audits and use of self-assessment tools. Use data analysis and web reporting system to monitor performance indicators. Ensure implementation of the global IOM Standard Operating Procedures (SOPs); create and implement Chisinau MHAC specific SOPs for each service area. Ensure proper reporting and management of incidents according to the Guidance Note for Incident Management.
  7. Organize systematic collection, processing and analyses of migration health data according to guidelines established by the CMHO. Ensure data quality. Provide periodic, as well as ad-hoc reporting to the CMHO for Migration Health activities.
  8. Ensure that all data related to health assessment programmes are appropriately entered into the Migrant Management Operational System Application (MiMOSA) and other related databases.
  9. Oversee the financial aspects of the MHAC and other health programmes in close coordination with the mission's finance staff: supervise the budget preparation, suggest adjustments and cost-effective solutions, and review financial reports.
  10. Provide oversight and coordinate the procurement of medical equipment, vaccines, medications and other medical supplies in coordination with the CMHO and the Resource Management Unit;
  11. Facilitate the integration of health assessment activities into the overall migration related programming of the Country Office through close collaboration with the various units at the Country Office.
  12. Advise IOM colleagues on the link between the Health Assessment Programme with the two-other core MHD programme areas – Health Promotion and Assistance to Migrants (H2), and Migration Health Assistance to Crisis-Affected Populations (H3).
  13. Collaborate and liaise closely with government representatives, relevant development partners including UN Agencies, Donors, Civil Societies, Academia and relevant authorities of resettlement countries.
  1. Develop and implement H2 and H3 migration health-related activities and projects, specifically on HIV/AIDS, Tuberculosis, mental health in collaboration with other divisions of IOM, national, regional and international partners, agencies and organizations and in close coordination with the relevant Missions.
  2. Initiate non-health assessment related project development activities in coordination with the Regional MHD Specialist in Vienna and the Chief of Mission.
  3. Ensure that all relevant data gathered through research activities in collaboration with partners are consolidated, analysed and/or published as required.
  1. Coordinate and implement all projects within the Migration Health Programme (H1, H2 & H3) against planned projects’ activities and time frame, including close monitoring of budget utilization, analyzing implementation difficulties and initiating remedial actions.
  2. Perform such other duties as may be assigned by the Supervisor.

Required Qualifications and Experience

 Education and Experience: 

  • University degree in Medicine from an accredited academic institution with preferred specializations:  internal medicine and its sub-specialities, paediatrics, anaesthesiology, emergency medicine, family medicine, obstetrics and gynaecology.
  • Master’s Degree in Community or Public Health.
  • Medical Specialization in Infectious Diseases, Tropical Medicine or other related fields from an accredited academic institution.
  • Minimum of four (4) years, post-graduation, (post internship in countries with mandatory internship programs) continuous clinical experience, preferably in a multidisciplinary hospital setting. The last clinical posting should be within the last five years; and,
  • Valid national license to practice medicine professionally in a country is mandatory.
  • Experience in Migration Health
  • Demonstrated progressive experience in health program management.
  • Experience in project development, management and report writing.
  • Experience in migration health emergency response is an asset; as is
  • Experience in establishing partnerships with government institutions, health institutions and other partners.

 Languages:

Fluency in English, Romanian and Russian is required. French is an advantage.
