Background

UNFPA National Consultant to conduct spot-checks for Implementing Partners (IPs) of UNFPA Moldova Country Office (CO)

Scope of work:

The UNFPA Moldova CO is looking for an Individual National Consultant to conduct 4 (four) spot-checks for Implementing Partners (IPs).

The UNDG HACT Framework (2014) defines spots checks as:

“Periodic on-site reviews (…) performed to assess the accuracy of the financial records for cash transfers to the IP and the status of programme implementation (through a review of financial information), and to determine whether there have been any significant changes to internal controls. The spot check is not an audit.” (para 9.17).

The purpose of this assignment is to review the financial records of Implementing Partners and obtain reasonable assurance that amounts reported by Implementation Partners on the FACE form are accurate.

The Individual Consultant shall perform the services as described in Annex I “Terms of Reference for Spot Checks Performed by Third Party Service Providers” and Annex II “UNFPA Spot Check Guidance” attached hereto.

Required qualifications:

  • University degree in accounting, audit, business administration, economics, commerce or related field;
  • Minimum 6 (six) years of professional experience, preferably in internal audit, or other directly relevant experience;
  • Professional accounting, auditing or related designation is required;
  • Experience with general management practices and techniques, including management principles, governance and accountability, risk management, use of technology, project management, research and analysis, quality assurance, and human resources management, is required;
  • Experience with the United Nations, not-for-profit organizations, Non-Governmental Organizations (NGO), is highly desirable

Languages:

  • Fluency in Romanian and English is required;
  • Working knowledge of one or more additional languages relevant for Moldova, including Russian, Bulgarian, Gagauzian, Romani, Ukrainian or sign language would be an asset.
