Background

UNCEF Moldova is looking for an individual consultant to provide support to Ministry of Health, Labour and Social Protection, UNICEF and Youth-Friendly Health Services (YFHSs) to test the implementation of the Performance-Based Financing formula for YFHS in four selected districts (Balti, Singerei, Anenii Noi and Cimislia) and improve YFHS service delivery, including PBF budgeting as per applied quantitate and quality indicators.

The consultancy will be conducted in three phases: 1) support starting the PBF implementation (first 1 month); 2) technical supervision and support to pilot PBF implementation in 4 selected YFHCs (6 months); and 3) assessment of the PBF pilot and planning scaling-up (final 1 month).

Qualifications and experience:        

  • Advanced academic degree in economics, social policy, public health, or other relevant studies;
  • A minimum of 5 years of professional experience in the field of financing and budgeting of health or and social services, including experience in cost-efficiency analyses, coaching and supervision of working team;
  • Familiarity with adolescent health and wellbeing and Youth Friendly Health Services in particular;
  • Demonstrated experience monitoring and implementing models or pilot projects;
  • Demonstrated analytical skills to capitalize the results of the pilots/models into scaling up recommendations;
  • Previous work with UNICEF or another UN Agency will be an asset;
  • Fluency in Romanian and Russian is required;
  • Solid English writing skills required.
  • Experience in working with UNICEF, WHO or other UN agencies will be an asset.
