Background

The IOM Mission to the Republic of Moldova is looking for a Psychologist in the field of specialized assistance offered to children within the IOM Prevention & Protection (P&P) Programme, according to the Terms of Reference below, to start ASAP.

Type of Appointment:   Full-time / Consultancy Contract with possibility of extension.

General Functions:

Under the overall supervision of the (P&P) Program Coordinator and direct supervision of the Director of the Centre for Assistance and Protection of victims and potential victims of trafficking in human beings (CAP), the incumbent will provide specialized assistance offered to children placed in CAP within the P&P Programme, by ensuring the efficient and quality functioning of psychological services within the child rights’ protection system, through the provision of psychological and psychotherapy counselling sessions for children, victims and potential victims of violence, trafficking, neglect and abuse.

Specific Duties and Responsibilities:

  • Performs primary psychological evaluation of children in difficult situation, beneficiaries of the Centre (evaluation of psychological intellectual and personality aspects, individual communication and behavioural skills, etc.);
  • Elaborates and implements the child’s individual plan of psychological assistance within the Centre, aiming at decreasing the risk of emotional, cognitive, and behavioural dysfunctions and boosting social skills, attention, ability of active listening, communication and interaction skills, self-respect and confidence, trust in the others;
  • Provides children placed at the Centre with individual and group counselling sessions, according to their age and individual psychological peculiarities, and their development level;
  • Provides psychological counselling to children (and their relatives, according to the cases) upon necessity, in view of overcoming their vulnerabilities, feeling of hopelessness, pain, anxiety;
  • Constantly monitors the children and their progresses, elaborates recommendations regarding necessary actions to be undertaken for the quality assistance of children in difficult situation;
  • Provides services of psychological counselling/support to children in at-risk situation after placement at the Centre, (upon necessity);
  • Provides children with psychological assistance during specialized examinations in cases of physical injuries and/or evidences of sexual abuse;
  • Ensures his/her presence during child interviews within legal proceedings (upon the case);
  • Identifies and refers cases of abuse and cooperates with the other specialists for the prompt and efficient resolution of the cases identified;
  • Cooperates in the organization of trainings for different specialists;
  • Cooperates and coordinates with the staff of the Centre for the provision of assistance to children within the Centre and for their reintegration into their biological or extended family, and for the implementation of individual plans in view of the successful rehabilitation and reintegration of beneficiaries;
  • Cooperates with members of the multidisciplinary teams within the National Referral System (NRS), representatives from educational institutions and representatives of all the relevant institutions and agencies, in view of the resolution of children’s vulnerabilities.
  • Develops professional relations with the staff of the Centre, as well as with external partners, including with members of other public and non-public Centres.
  • Respects the core principles at the bases of the functioning of the Centre, as well as deontological principles of the psychological profession;
  • Fulfils any other tasks assigned by the management of the Centre and IOM, according to his/her professional competences.

Desirable Qualifications:

Education and Experience:

  • Master’s Degree and/or University Degree in Psychology;
  • At least 5 years’ experience in the field of specialized assistance offered to children with psychological traumas and post-traumatic stress disorder;
  • Experience in programs delivering specialized trainings and courses in the field of child protection, especially concerning psychological assistance of children victims and potential victims of violence, trafficking, neglect and exploitation.

Competencies:

  • Strong personal commitment, efficiency and ability to work effectively in stressful conditions and situations;
  • General knowledge of the national legislation in the field of child protection, prevention and combating trafficking in human beings, prevention and combating domestic violence;
  • Knowledge of specific methods and techniques for the delivery of assistance to children victims and potential victims of violence, trafficking, neglect  and exploitation;  
  • High sensitivity and strong inter-personal skills to assist highly vulnerable beneficiaries.
  • Excellent communication (negotiation, conflicts’ mediation) skills;
  • Strong motivation to work with children in vulnerable situation.

 Languages: 

  • Fluency in Romanian and Russian. Working knowledge of English is an asset;
