Background

As one of the activities envisaged under the joint WHO/SDC Project “Support to strengthening governance and policy dialogue in health sector”, phase II, WHO is looking for a consultant who will provide support to the Ministry of Health and its department of External Relation in, but not limited to, organization and follow up of periodical health sectoral coordination meetings and yearly evaluation of the health’s system performance, conducting official development assistance (ODA) monitoring, collecting and analyzing data, and publishing reports, planning and implementing activities directed to strengthening sector-wide approach (SWAP) mechanisms in the health sector, and conducting daily activities related to international cooperation in health under the guidance of Ministry of Health.

Objective(s):

  • To provide operational support to the Ministry of Health in promoting and advancing among development partners adherence to principles of ownership, alignment, harmonization, managing for results and mutual accountability as stipulated in the Paris Declaration on Aid Effectiveness,To contribute to strengthening of stewardship of external health sector assistance through improved coordination and efficient communication between partners in the health sector.

Expected results

  • The Health Sector Coordination Council’s (HSCC) Annual Plan of activities updated;
  • Activities under the HSCC Action Plan coordinated between the health authorities and all relevant partners, donors, governmental, non-governmental and international organisations;
  • Periodic coordination meetings with participation of the main stakeholders within the Health Sector Coordination Council organized and the minutes of the meetings prepared in timely manner;
  • Mapping of health sector’s external assistance for 2016 conducted and “Monitoring Official Development Assistance to the Health Sector in the Republic of Moldova, 2015” (ODA) Report prepared;
  • Relevant data for periodic reports related to the implementation of the projects/programs of the external assistance in the health sector collected and analysed;
  • Meetings of the working groups and missions of the external experts involved in the strengthening of the SWAP mechanisms in the health sector organized, coordinated and supported as needed;
  • The strategic analysis of the past, current and future Health Sector External Assistance partners regularly updated (twice a year);
  • Monthly briefings with the participation of the WHO Country Office on main developments in the field of collaboration with the Health Sector External Assistance partners organized;
  • Brown Bag Lunches in the Ministry of Health on acquired knowledge by the Moldova’s participants in the global and regional technical meetings, flagship courses, training events, study visits coordinated and organized twice per month;
  • Support to the daily work of the Department of External Relations and European Integration of the Ministry of Health provided;
  • Above mentioned activities coordinated with the WHO Country Office to ensure a smooth implementation of activities under the WHO/SDC project and providing relevant data and information for the progress reports;
  • Activities implemented by development partners in the health sector monitored regularly to identify potential overlap or synergies in areas of intervention and communication to them provided to ensure coordination of development assistance and response from national stakeholders.
  • Information provided on quarterly basis to the Ministry of Health departments and key national institutions about past, ongoing and future areas of the health system where technical assistance is provided by development partners;
  • Support provided to the Department of External Relation and European Integration of the Ministry of Health in organisation of high level meetings which contribute to policy coordination and harmonization at the national and international levels such as for example South Eastern Europe Health Ministers’ Forum, annual Health Forum in Republic of Moldova, and other similar high level events.
  • Support and assistance provided to the Chair of Executive Committee of the South Eastern Europe Health Network (SEEHN) during his mandate belonging to Republic of Moldova in organization of Executive Committee high level meetings and participation in SEEHN Plenary and extraordinary meetings.
  • Operational and managerial support provided to other relevant activities as required.

Deliverables 

  1. Programme, list of invitees and approved minutes of the Health Sector Coordination Meeting, are provided after each quarterly meeting;
  2. Draft data analysis and content of the Report “Monitoring Official Development Assistance to the Health Sector in the Republic of Moldova, 2015”;
  3. Final draft of data analyses and coordinated data description for the Report “Monitoring Official Development Assistance to the Health Sector in the Republic of Moldova, 2015”;
  4. Updated strategic analysis/map of the past, current and future Health Sector External Assistance partners and projects;
  5. Support to the editor is provided to finalize the Report “Monitoring Official Development Assistance to the Health Sector in the Republic of Moldova, 2015” in English language;
  6. Published and distributed Report on “Monitoring Official Development Assistance to the Health Sector in the Republic of Moldova, 2015”;
  7. Short summaries of the conducted Brown Bag Lunches in the Ministry of Health on acquired knowledge by the Moldova’s participants in the global and regional technical meetings, flagship courses, training events, study visits - monthly.
  8. A yearly calendar of events planned and committed by development partners is kept and updated regularly, to be shared among national stakeholders and development partners on monthly basis;
  9. Maintenance of correspondence of the Chair of the SEEHN Executive Committee with the ExeCom members, SEEHN Presidency and Member States.
  10. Revised questionnaire for the ODA report for 2016 year;
  11. Support is provided to the Ministry of Health and the WHO Country Office to organise and conduct high level missions, meetings and events, including South Eastern Europe Health Ministers’ Forum, annual Health Forum in Republic of Moldova and similar high level events.
  12. Fulfilled questionnaire by all partners for the Report “Monitoring Official Development Assistance to the Health Sector in the Republic of Moldova, 2015” (ODA) is submitted to the web platform;
  13. Report on validation of data collected for the ODA report; 

Required qualifications:

  • University degree in International Relations, Public Relations, Medicine, Master Degree would be an asset; or equivalent professional work experience in the international relations area;
  • At least 3 years general work in international relations within public institutions and international development area, especially UN agencies;
  • Be able to work independently and on own initiative, while reporting regularly;
  • Be able to operate under pressure and under tight deadlines;
  • Be a team player, supportive of colleagues and able to ask for support, when required;
  • Proven ability to identify opportunities and to effectively manage relationships with international organizations and partners, government officials and other partners;
  • Excellent interpersonal, organizational and time management skills. Ability to interact effectively with all levels of the institution. Mature initiative, tact and high sense of responsibility;
  • Excellent planner and implementer, capable of withstanding pressure and meeting tight deadlines;
  • Excellent knowledge of written and oral English and Romanian;
  • Excellent computer skills (MS Office, Outlook, Internet and other);
  • Willing and able to travel inside and outside the country for event support, when needed.
