Background

As one of the activities envisaged under the joint WHO/SDC Project “Support to strengthening governance and policy dialogue in health sector”, phase II, WHO is looking for a consultant who will provide operational support to the Ministry of Health in all corporate and daily communication activities, on internal and external communication, with specific focus on effectively communicating the reform agenda of the Ministry of Health to target audience.

Objectives:

To operationally support the maximization of the impact of ongoing reform process through strengthening and advancing strategic and operational communication activities of the Ministry of Health of Republic of Moldova.

To significantly contribute to development of effective communication products by the Ministry of Health of Republic of Moldova.

To provide support to officials of the Ministry of Health in all corporate and daily communication activities, on internal and external communication, with specific focus on the health reform agenda of the Ministry of Health.

The main responsibilities and expected results:

  • Provide operational support to design and development of a communication action plan based on national priorities and the annual action plan of the Ministry of Health;
  • Conduct a staff survey on internal and external communication of the Ministry of Health to inform further capacity development activities and strengthening of planning, implementation, monitoring and evaluation activities ;
  • Support the Ministry of Health in the establishment of effective and efficient communication mechanism/network to provide officials of the Ministry of Health, subordinated institutions and general population with accurate, understandable, effective and timely information on health related issues and on health reform agenda;
  • Identify key media outlets, initiating, developing and nurturing strong relations with key media to provide appropriate information and increase their awareness with respect to the Ministry of Health’s activities, including communication on the health reform, key health issues and problems in the country and promotion of health messages to increase health literacy;
  • Help the Ministry of Health to increase the level of information and awareness of the population regarding health and health reform agenda and other topics of interest, as decided by the Ministry of Health;
  • Help the Ministry of Health in the establishment of evaluation and monitoring mechanisms to ensure the designed communication action plan has been successfully implemented, and corrective action taken as needed;
  • Ensure that all stakeholders are provided with reports and other information on the progress in the implementation of the communication strategy/action plan;
  • Provide logistical and organizational assistance with the public events and other communication activities as needed;
  • Coordinate above mentioned activities with the WHO Country Office to ensure a smooth implementation of activities under the WHO/SDC supported project and providing relevant data for the progress reports;
  • Prepare monthly reports on the progress, which would also be shared with the WHO Country Office;
  • Other tasks as requested and needed.

 Deliverables:

  • The staff survey on internal and external communication before 31 March 2016;
  • The Communication action plan of the Ministry of Health developed based on national priorities and the annual action plan of the Ministry and in coordination with the WHO Country Office before 08 April 2016;
  • Draft document of the communication mechanism/network of the Ministry of Health for internal and external communication before 29 April 2016;
  • Proposed evaluation and monitoring mechanism for the implementation of the Communication strategy/action plan of the Ministry of Health, in coordination with the WHO Country Office, before 31 May 2016;
  • Communication services and products, including communication campaigns, printed and electronic communication products (booklets, leaflets, etc.), analyses, press releases, notes, speeches delivers according to action plan of the Ministry of Health;
  • Coordination meetings with representatives of key media outlets;
  • Communication support provided to the Ministry of Health in organisation of high level meetings which contribute to policy coordination and harmonization at the national and international levels such as for example South Eastern Europe Health Ministers’ Forum, annual Health Forum in Republic of Moldova, and other similar high level events.
  • Other tasks and activities as requested.

Required qualifications:

  • University degree in Letters, Communications, Journalism, Public Relations, Masters Degree would be an asset; or equivalent professional work experience in the communications area;
  • At least 3 years general work in communications within public institutions and international development area, especially UN agencies;
  • Be able to work independently and on own initiative, while reporting regularly;
  • Be able to operate under pressure and under tight deadlines;
  • Be a team player, supportive of colleagues and able to ask for support, when required;
  • Proven ability to identify opportunities and to effectively manage relationships with media representatives, government officials and other partners;
  • Excellent interpersonal, organizational and time management skills. Ability to interact effectively with all levels of the institution. Mature initiative, tact and high sense of responsibility;
  • Excellent planner and implementer, capable of withstanding pressure and meeting tight deadlines;
  • Excellent knowledge of written and oral Romanian and good knowledge of English;
  • Excellent computer skills (MS Office, Outlook, Internet and other);
  • Willing and able to travel inside and outside the country for event support, when needed.
