Background

 UNICEF Moldova is seeking one international consultant in vaccine procurement and supply chain to conduct the assessment of the vaccine procurement system and develop action plan to strengthen efficiency of the vaccine procurement system.

 

Objective: To increase national capacity for ensuring vaccine supply security for vaccines provided under the National Immunization Programme.

The consultant will

  1. Conduct an assessment of the vaccine procurement system, exploring the following aspects: legal framework, institutional setting, budgeting and finance, tendering process;
  2. Conduct a workshop with the national stakeholders and representatives from concerned public institutions on effective vaccine procurement mechanisms and global vaccine market;
  3. In close cooperation with national authorities, develop practical solutions to improve vaccine procurement, including (i) legal amendments to enable alternative options for vaccine procurement and (ii) model for institutional arrangements with clear functional roles and responsibilities for each unit concerned with the vaccine procurement.
