17 November 2015
On Monday, November 16, was held the first regional parliamentary forum "Dialogue with citizens" in Orhei, where MPs of the Parliament met with the residents from Orhei district. The forum was organized with the assistance of the UN Programme "Women in Politics" in order to improve communication between citizens and deputies, contributing to a higher level of public trust in politicians.
MPs from various parliamentary committees attended the forum. Valentina Buliga, president of the Parliamentary Commission "Foreign Policy and European Integration" discussed the legal framework on state social insurance pensions and Alina Zotea, from the same committee, made references to the advantages, disadvantages and impact, in general, of migration of the citizens from Moldova in European Union countries. Petru Stirbate from the Parliamentary Committee "Social Protection, Health and Family", spoke about amendments to the Law of Compulsory Health Insurance Funds for 2015 and Roman Botan, member of the Parliamentary Committee "Legal appointments and immunities", made an incursion into the rights of disabled people and how to create accessibility for the people with physical disabilities in public and private institutions.
"I hope that these platforms to be as political debates, which will help us together to enhance the level of communication and trust between state institutions and citizens. Why, in recent years, public confidence in state institutions is decreasing? It is a fact from which we must start. Let's see what we did wrong, why we were wrong, so to not admit such mistakes in our future communication," said Ms. Buliga in his welcoming speech.
Regional forums are being organized also by the Parliamentary Constituency Information Offices (PCIO). About their role and functions spoke general secretary of the Legislative, Ala Popescu: "The tasks of the territorial offices are, first, to show the citizens' problems to the MPs from the Moldovan Parliament; to involve citizens in drafting laws and ensuring transparency in decision making processes and, respectively, to intensify the dialogue with civil society and citizens throughout Moldova."
In the second session of the Forum, "The problems faced by women from social vulnerable groups", representatives of civil society and public institutions in Orhei - Centre for disabled children "Generatia PRO", general department for Education from Orhei and Health Centre `Youth Friendly` - came, in turn, with presentations on the current situation from the district. Regarding questions and answers on improving social policies to support social vulnerable people and women's participation in decision-making processes, forum participants had the opportunity to ask questions and raise their concerns.
Ludmila Buzila, director of gymnasium from Trebujeni and one of the participants at the Forum, believes that "women are not fully involved in politics. I think we are able to do more and I want this from all my heart, because I know what I could accomplish. I managed a lot of things since I am in charge of gymnasium, so therefore I believe that in the village I could do much more".
Regional parliamentary forum from Orhei is the first starter of the series of the forums, which will take place in the following regional centers and cities: Edinet, Leova, Orhei, Comrat, Sângerei, Donduseni, Drochia, Briceni, Ungheni, Ialoveni, Hincesti, Causeni Cantemir, Stefan Voda and Cimislia. They are organized with the support of UN Programme "Women in Politics", implemented by the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) and United Nations Development Programme (UNDP) in partnership with the East Europe Foundation and Center "Partnership for Development ", financed by the government of Sweden. At the end of each forum will be formulated a summary of the discussions that will be submitted for review to the MPs from the Parliament.
