Innovation brings local authorities closer to citizens

Four Moldovan communities will engage innovative solutions to address local challenges and respond to citizens’ needs. The Government of Denmark, through the Joint Integrated Local Development Programme (JILDP), will provide support to those communities by offering five thousand USD grants to each of them. Also, Moldova Social Innovation Hub will assist the communities in designing the innovative solutions.
Local authorities from Lipcani (Briceni) will channel the grant to enhance people’s access to services and information: „We will launch a mobile application and will install an electronic information panel, providing Wifi internet in the town’s public park. We are sure that these innovations will improve our communication with citizens”, declares Eugen Dumenco, mayor of Lipcani.
For Larga community, the grant was allocated to develop a web portal that shall contain information on the agricultural market, the labor market, the services market, regional, national and local prices etc. „It is a way to establish a link between sellers and clients and exclude intermediaries. The platform will also include job offers, considering the local increased offer for constructions and others. This project will achieve good results as its idea came from citizens”, tells Radu Urechean, mayor of Larga.
Sarata Galbena community (Hancesti) will benefit of an information system for the recordkeeping of the Municipal Enterprise "Galbver", which provides water, waste management and maintenance of public spaces. „We will use a specialized software to record consumer data, to develop a joint database for the all users, to issue invoices correctly and send them directly to clients. This will improve services quality”, says Stefan Vlas, mayor of Sarata Galbena.
Chiscareni Community (Sangerei) will also innovate waste management services. „A software will perform the GPS monitoring of the tacks, increasing transparency and avoid corruption. Also, there will be developed a separate module on the local public authority webpage, to feed citizens with content on the waste management services. An SMS-based information system is also foreseen”, declares Silvia Turcanu, mayor of Chiscareni.
The JILDP Manager Mihai Roscovan tells that innovation is essential in local public administration: „Local communities face challenges as: migration, the economic crisis, lack of financial and human resources. Innovation may be the way to go, as it contributes to improve public communication and to optimize the use of local resources and to meet citizens’ needs.”
The grants have been offered for the period August-December 2015, within the competition „YOUR E-MAYORALTY. Innovative solutions for local problems”. The selected communities will receive methodological support and financial assistance in order to redefine local service provision and develop and implement new solutions.
The Joint Integrated Local Development Programme is implemented by the Government of Moldova, with support of the United Nations Development Programme (UNDP) and the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), with financial support of the Government of Denmark and Sweden.
