Overview:

UNICEF is looking for a national agency to support organizing 10 events meant to develop capacities of lyceum students in emergency preparedness and disaster response.  

The 2 days workshops “Security Schools: Together we reduce the risks” for lyceum students are planned to take place during the second decade of May 2018 in Edinet, Soroca, s. Sadovoe mun.Balti, Ungheni, Orhei, Vadul-lui-Voda, Hancesti, s. Cirnateni r-l Causeni, Cahul and com. Congazscik UTA Gagauzia within the summer camps facilities.

The purpose of this institutional consultancy is to support National Department of Emergency Situation and Raional Departments for Emergency Situation in Edinet, Soroca, Balti, Ungheni, Orhei, Chisinau, Hancesti, Causeni, Cahul, Comrat to ensure logistic support for 2 days workshops “Security Schools: Together we reduce the risks” for lyceum students.  The events will take place at the premises of summer camps or public athletic fields in Edinet, Soroca, s. Sadovoe mun.Balti, Ungheni, Orhei, Vadul-lui-Voda, Hancesti, s. Cirnateni r-l Causeni, Cahul and com. Congazscik UTA Gagauzia, in the period 9-11 May 2018. Please find detailed information including dates, location, number of participants for each event in the ToR enclosed in the attached RFP document.

Updated 24.04.2018: there was a wrong RFP document attached; the correct RFP document was uploaded.

Updates as of 25.04.2018:

1. An updated detailed information sheet has been provided (attached). Please use this document for preparing your submission. Contact information for each location is provided. Causeni event needs to be excluded from the offer, since they will ensure the event organisation using own, local resources.

 2. A technical specification for the branded products has been compiled (attached). The IGSU logo has yet to be received, but UNICEF and IGSU logos will have the same size. We will be able to resize them, keeping the proportion.

Q & A:

Q: What kind of local organisational support is expected from the companies? This is important to understand for budgeting purposes.

A: The contracted company is expected to ensure the following services, as per the ToR:

- catering for participants,

- provision, delivery and distribution of visibility materials and water for participants,

- deliver, arrange and pick up after the event the banner provided by UNICEF,

- take pictures of events to be provided for UNICEF

 

Q: In some locations we were said that they expect more participants as indicated in the rfp, how do you plan this to be handled on the spot, once meals will be prepared for a exact number of persons.

A: Please include in your submission the number of participants provided in the detailed event information table. If upon the contract signature the number of participants will increase (which is not expected), the contract will be modified accordingly.

Hardcopy submissions:
Full proposals should be submitted in ENGLISH and must be received not later than 16:00
(EET) on 27 April 2018 in one copy, duly signed and dated. Bidders must submit a sealed
proposal, with two separate sealed envelopes inside for a) the Technical Proposal (including
signed Bid Form) and b) the Price Proposal.
Sealed proposals must be securely closed in suitable envelopes and dispatched to arrive at the
UNICEF office indicated no later than the closing time and date. They must be clearly marked as
follows:

Proposals received in any other manner will be invalidated.
Sealed proposals received prior to the stated closing time and date will be kept unopened. The
responsible officers will open technical proposals when the specified time has arrived and no
proposal received thereafter will be considered. UNICEF will accept no responsibility for the
premature opening of a proposal not properly addressed or identified. Any delays encountered
in the mail delivery will be at the risk of the bidder. 
Offers delivered at a different address or in a different form than prescribed in this RFP, or which
do not respect the required confidentiality, or received after the designated time and date, will be
rejected.
All references to descriptive materials should be included in the appropriate response
paragraph, though the material/documents themselves may be provided as annexes to the
proposal/response.
E-mailed submissions:
Proposals sent by e-mail should be submitted in ENGLISH and must be received not later than
16:00 (EET) on 27 April 2018, in one separate e-mail for the Technical Proposal containing a
scanned copy duly signed and dated (including signed Bid Form) with the e-mail subject
"LRPS-2018-9139302 Technical", and another separate e-mail for the Price Proposal containing
a scanned copy duly signed and dated with the e-mail subject "LRPS-2018-9139302 Financial".
Please password-secure the PDF file containing Price Proposal or compress it with ZIP archiver
with password protection and do not provide the password until requested further by UNICEF.

1.3 Questions from Proposers. Proposers are required to submit any questions in respect of
