Overview:

UNICEF Moldova invites interested Civil Society Organizations (CSOs) to express their interest in partnering with UNICEF to support the delivery of the Government of the Republic of Moldova – UNICEF Country Program of Cooperation 2018-2022.

Eligible CSOs are invited to submit proposals for partnership highlighting their relevant capacities, expertise, skills and ability to support the delivery of sought results for children as outlined in the UNICEF 2018-2022 Country Programme Document and in section 1.3 of the attached Template for Open Selection of CSOs.

Organisations that wish to participate in this General Call for Expression of Interest are requested to send or deliver their submission in a sealed envelope clearly marked “CSO Generic Open Call for Expression of Interest” at the following address:

 UNICEF Moldova, UN House, 131, “31 August 1989” street, Chisinau, MD-2012, Republic of Moldova

 not later than 9 April 2018, 17:00.

 

Applications must be submitted in English.

The expression of interest shall include the following documentation:

  • Copy of CSO registration in country of origin (if other than Moldova)
  • Copy of CSO registration in Moldova
  • Attachment I - Partner Declaration signed by authorized official
  • Attachment II - NGO Identification and Profile signed by authorized official
  • Attachment III - Programme Proposal and/or Programme Document(s).

A maximum of 1 proposal may be submitted by the same CSO, covering minimum 1 and maximum 3 Result Areas per CSO applicant.

Q: Are CSOs from the left bank of Nistru eligible for partnership with UNICEF within this Call for Expression of Interest?

A: Yes, CSOs registered on the left bank can also submit their proposals for partnership with UNICEF Moldova CO. Please note that all documents, as well as any correspondence, must be in English.

Q: In the application form, there is written:  "The specific sources from which the status of each of the performance indicators can be ascertained. If any data source is a survey or a study which the implementing partner is planning to conduct for this programme, this should be planned and budgeted for in section 3 below (programme workplan and budget)." However I cannot find this section 3 with the programme workplan and budget.

 A: Kindly disregard this passage for now. The launched generic Call for Expression of Interest is the first stage of a longer selection process and, basically, aims to identify potential agencies UNICEF is seeking to cooperate with in the next years. Once a pool of potential partners is created, specific Call of Expression of Interests will be launched, where the applying agencies will have to submit the respective Section #3 – Programme workplan and budget.

Q: Is there any budget limit for project proposals?

A: No, there are no budget limitations. However, please note that this generic Call of Expression of Interest (CEI) does not imply any budgetary data from the applicants. This will be required at later stages, when specific CEI are issued.

Q: How to fill in part III of the Attachment which asks for information usually provided in specific proposals (activities, budgets, etc.)? Would it be enough just to indicate the Result area? 

A: Yes, please, indicate only the Result Areas, whereas more detailed information will be provided in a further specific Call of Expression of Interest or upon UNICEF request.

 

Q: Should there be separate applications for each Result Area?

A: A maximum of 1 proposal may be submitted by the same CSO, covering minimum 1 and maximum 3 Result Areas per CSO applicant.
