Overview:

UNICEF Moldova is looking for a research company to conduct an assessment on bottlenecks and barriers for youth and adolescents’ engagement in decision-making process.

The purpose of the envisaged consultancy is to assess existing mechanisms and practices of formal participation of adolescents in decision-making to relevant national legislative framework and regulations and analyze barriers and bottleneck (both systemic and social) that affects and limits adolescents' participation in decision-making process. 

Objectives of the assignment:

  1. Analyze the legal and policy framework related to children and youth participation in Moldova and its compliance with Art. 12 of the Convention on the Rights of the Child and General Comment No. 12 (2009): The right of the child to be heard of the CRC;

  2. Document and assess the efficiency, effectiveness and equity of the existing formal and informal mechanisms, as well as of recently developed child and youth consultative structures in selected districts, such as: school pupils/student’s councils, local/rayonal youth councils, youth-led organizations and co-management structures;

  3. Provide practical recommendations to improve policy framework and practices around children and youth participation, including suggestions on how to promote national best practices and participatory models at national and local level.  In addition, the consultancy will assess and recommend necessary adjustments to increase the efficiency and inclusiveness of existing participatory mechanisms by consulting voices of the most vulnerable, marginalized and at-risk groups of adolescents, boys and girls.

Qualifications and experience required:

National research/ consultancy company with human rights, child rights or social profile;

  1. Minimum of 5 years of proven experience in conducting qualitative research and studies;
  2. Previous research/ consultancy in relevant child rights/ social areas; Demonstrated experience in the CEE/CIS region is a strong asset;
  3. Previous work with UNICEF or other UN agencies is an asset
