Overview:

For this Specific Call for Expression of Interest UNICEF Moldova invites interested Civil
Society Organizations to express their interest in partnering with UNICEF for
establishing a national advocacy and communication network to support the
implementation of U-report Moldova platform enabling communication and information
sharing and opinion polling among adolescents and youth across Moldova.
U-report is a social monitoring web-platform and tool promoting adolescents’ and youth
participation. It gives opportunity to young people to voice their opinions on issues that
they care about and strengthens the communication and dialogue with communities
around core development issues. It uses a variety of tools, including real-time mobile
messaging, opinion polls and opportunities form blogging. In registering as U-reporters,
young people are becoming real time “social monitors” reporting on specific issues from
their own community. The feedback analysis is done in real-time and provides valuable
information on specific community issues as well as gives opportunity to decisionmakers
to fine tune based on needs of specific community level social development
programs, supports accountability, and monitors issues that matter most to young
people.
The program document should outline a detailed proposal on implementing U-report in
Moldova. The proposal should cover the following areas:
- Detailed communication and outreach plan for a period of 12 months to
promote the use of U-report Moldova platform for non-commercial use;
- Detailed outline of a proposed plan for outreach to and mobilisation of
Adolescents and children at local and national level around topical discussions.
Specific focus needs to be placed on explaining outreach and mobilizaiton of
most at risk adolescents.
- Proposed methodology for running of opinion polls among children and young
people;
- Proposed coordination with national and local youth organizations and other
stakeholders. (detailed description of stakeholders and how coordination will
be ensured).
