World Day for Decent Work m
7 October 2011, Chisinau -- The National Bureau of Statistics (NBS) in collaboration with the Ministry of Labour, Social Protection and Family (MLSPF) and other partners, developed a tentative set of statistical indicators on decent work in accordance with Country Program on Decent Work, 2008-2011and the ILO recommendations.
The international expert of the ILO Department of Statistics (Geneva), Igor Chernyshev , has recently mentioned in the framework of an interview that the „The concept of Decent Work has been defined by the ILO and endorsed by the international community as opportunities for women and men to obtain productive work in conditions of freedom, equity, security and human dignity. Thus, the decent work meaning the employment which provides the opportunity to earn a decent income according to the labour effort, security, equality and rights at workplace.The overall goal of Decent Work is to effect positive change in people’s lives at the national and local levels.”
According to the Decent Work Agenda ILO elaborated a set of indicators (at present 75 indicatori in total, including the gender based disaggregation) aimed to measure the decent work on the basis of which the countries are encouraged to select from the total list of indicators the most relevant ones and to add additional indicators to reflect national circumstances.

In response to the ILO recommendations, the National Bureau of Statistics of Moldova has recently elaborated a set of decent work indicator characteristic in Moldova’s context. The indicators elaborated by NBS have been discussed on the 22nd of Seprember 2011 in the framework of a seminar entitled „Statistical measurement of the decent work and quality of employment”, organised by NBS incollaboration with MLSPF and ILO Department of Statistics. The seminar has been addressed to the public servants in line-ministries and State Chancellery, responsible for policy-making, as well as other users of official labour statistics in the Republic of Moldova.
The seminar aimed at raising the awareness of participants towards the concepts and statistical indicators on measurement of the “decent work” (concept elaborated by ILO) and of the “quality of employment” (concept elaborated jointly by the UNECE, Eurostat and ILO). Also, the seminar included practical exercises on application and usage of the respective indicators in the context of the country – this will allow an easier understanding of the notions, as well as their further usage in the evidence-based policy monitoring in the sector.
The respective draft set of indicators will be finalised and approved in the framework of the next Country Program on Decent Work (covering the period starting with 2012, which in the process of elaboration). The seminar included presentations on behalf of ILO, by Mr. Igor Chernyshev, as well as specialists of NBS, and represents a follow-up activity to the evaluation (in April 2011) by International Labour Office of the current labour statistics collected by NBS vis-à-vis the decent work indicators of IOM.
