Background

Organizational Setting

FAO in partnership with the Government of Moldova is implementing the project GCP/MOL/007/GCR “Mainstreaming adaptation into planning process to reduce vulnerability to climate change at local and central levels in Moldova’s Agriculture Sector (Ag. SAP)”.  The main objective is to support the MARDE to conduct comprehensive work to ensure climate change adaptation is mainstreamed into planning processes in the agriculture sector, ensuring a gender sensitive approach and the participation of all vulnerable groups.

Reporting Lines

The incumbent will work under overall supervision of the Assistant Director General/Regional Representative, the technical supervision of the Lead Technical Officer (LTO) of the project and the Green Climate Fund (GCF) Advisor and operational supervision of the Budget Holder, as well as in close consultation with the National Designated Authority (NDA) – Ministry of Agriculture, Regional Development and Environment (MARDE) of the Republic of Moldova and in close liaison with FAO Moldova office.

Tasks and responsibilities

The National Climate Impact Assessment Specialist will be responsible for the following tasks in the framework of project:

  • In collaboration with the International Climate Impact Assessment Specialist and the National Gender Consultant, conduct a gender-sensitive agriculture-specific impact analysis of interactions between changes in temperature and precipitation averages with hazards such as rainfall, flood, frost, drought, hail, heat waves, seasonal shifts and changes in pest and disease patterns;
  • Conduct an analysis of current and future scenarios of Moldova’s agriculture production based on the analysed interactions;
  • With methodological support from the International Climate Impact Assessment Specialist and in collaboration with the National Adaptation Capacities Strengthening Specialist develop an instructor-led-on-site, gender-responsive training programme focused on climate impacts and climate vulnerability assessment methodologies and approached, as well as socio-economic assessment and valuation methodologies;
  • As needed, organize and conduct in-person/ virtual consultations with relevant stakeholders for the conduction of the tasks above with broad participation of stakeholders in the Agriculture Sector relevant for the efforts towards climate change adaptation and resilience;
  • Carry out any other tasks relevant to this assignment as requested by the LTO.
