Context:  

Under the overall supervision of the Chief of IOM Mission and direct supervision of the Finance Officer, Treasury Assistant will be responsible for providing assistance to the project staff of the organization. The incumbent will contribute to the achievement of IOM objectives and the strengthening of IOM professional capacity. 

Core Functions / Responsibilities:  

  • Maintain the cash holdings of the Mission
  • After obtaining appropriate approvals, perform cash disbursements to staff/vendors
  • Process all cash entries in the PRISM Cash Journal
  • Perform regular cash count to ensure reconciliation with PRISM
  • Based on appropriate financial documentation, execute all bank operations
  • Process all bank entries in PRISM
  • Maintain sufficient funds at hand to cover recurring expenditures
  • Request additional funding from MTS, as necessary
  • Perform currency exchange, as necessary
  • Keep the register of the issued Travel Authorizations and Travel Documents, and follow-up on the timely settlement of all travels
  • Perform DSA calculations and Expense Claims calculations
  • Maintain an accurate filing system of the Mission’s financial documentation
  • Bring to the attention of the supervisor any relevant accounting issues
  • Suggest improvements to internal controls and streamlining/efficiencies
  • Perform such other duties as may be assigned by Supervisor/ CoM.

Required Qualifications and Experience

Education and Experience: 

  • Secondary school or equivalent commercial school education diploma in finance/accounting or an equivalent combination of training and experience;
  • A minimum of four years’ experience with responsibility in accounting/finance;
  • Experience in mass payments processing and banking;
  • Familiarity with generally accepted accounting procedures;
  • Good knowledge of and experience in the use of the MS Office package; familiarity with SAP would be a distinct advantage.
  • Strong interpersonal & intercultural skills with an attention to details; Team player; 100% integrity.
  • Demonstrated ability to maintain accuracy & confidentiality in performing responsibilities;
  • Experience in the field of project administration will be an advantage                                                                 

Languages:

Fluency in English, Romanian and Russian is required.

In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
