Background

UNFPA Moldova is looking for an International Consultant to support the National Bureau of Statistics of Republic of Moldova. The overall scope of this assignment is to evaluate the 2014 Population and Housing Census in Moldova, perform a Capacity and Needs Assessment and prepare the Action Plan for the 2020 Census Round in Moldova in alignment with UN/Eurostat recommendations and practices.

In order to achieve the expected results, the following Objectives are to be accomplished:

  1. Evaluate the entire 2014 Population and Housing Census in alignment with the 2010 Round UNECE recommendations;
  2. Assess NBS’ institutional capacity to conduct the 2020 Round Population and Housing Census in Moldova;
  3. Identify the areas where the NBS can improve its own capacity, and areas where the financial and technical assistance from the development partners may be necessary;
  4. Elaborate a budgeted Action Plan for the 2020 Census Round;

Required qualifications:

Academic Requirements:

  • Masters degree in mathematics, statistics, demography, economy, sociology, social sciences, or as equivalent

Experience:

  • At least 10 years of specific professional experience with statistical organizations/offices;
  • Experience in conducting assessments of the statistical organizations/offices;
  • Previous experience in managing at least 2 censuses;
  • Experience working with administrative data and innovative technologies in census required
  • Involvement in the preparation of the EU / UN Census recommendation will be highly regarded;
  • Experience in technical capacity building or training is considered an asset;
  • Experience with NBS in Moldova will be considered as advantage.
  • Experience with UNFPA will be considered as advantage.

Languages:

  • Proficiency in English is required;
  • Knowledge of Romanian or Russian will be an asset.

Computer skills:

  • Excellent writing and communication skills;
  • Proficiency in use of current office software applications.
