Drought Response - Project Manager (international post)
Background
Under the overall guidance and supervision of the United Nations Resident Coordinator and the day-to-day supervision of the UNDP Deputy Resident Representative, the Project Manager will be responsible to manage all relief efforts to the drought problem in Moldova as stated in the UNDP project document.
Summary of duties:
Manage and implement all aspects of the support package as detailed in the UNDP project document to ensure timely delivery of assistance and project outputs.
Coordinate the various project components and inputs whilst ensuring synchronized UN actions that are responsive to citizens’ needs, Government requirements and donor expectations.
Ensure qualitative and periodic reporting as per UNDP guidelines and donor requirements.
Establish monitoring mechanisms to check and follow up on the effectiveness of international assistance (i.e. to check whether aid was delivered were needed and intended and measurement of results).
Advice the UN Resident Coordinator and UN Country Team on all issues pertaining to the drought and related relief and technical assistance matters warranting UN response.
Assist ongoing resource mobilization efforts to address immediate needs, including the design and formulation of relevant proposals.
Establish and maintain close working relations with concerned national authorities, UN agencies, non-governmental organizations and other involved parties.
Work closely with UN agencies and donors to mobilize additional resources as may be needed for the implementation of further related activities (i.e. medium and long-term assistance).
Qualifications and skills required:
Advanced degree in agricultural science, public administration, international development, or other relevant field.
At least 10 years’ of professional experience in the management of humanitarian aid and technical assistance programmes, with specific focus on natural disasters, agricultural relief and food security. Demonstrated project management skills, including project formulation, monitoring and reporting are required.
Experience in liaising and working in close collaboration with both Governmental and non-governmental sectors.
Good knowledge of the UN system’s procedures and operational activities. At least 3 years’ experience with a UN agency (FAO, WFP, UNDP, OCHA) are required. Knowledge of UNDP rules and procedures would be an advantage.
Strong ability to draft and produce top-quality documents, presentations and reports.
Ability to work under pressure, achieve results and meet deadlines in a timely manner, maintaining a high quality standard throughout.
Good interpersonal, communications and public speaking skills are a must.
Fluency in verbal and written English; knowledge of Romanian or Russian would be an advantage.
Ability to negotiate and troubleshoot relationships with national and international stakeholders;
Strong leadership and managerial skills.
Knowledge of information technology tools (Word, Excel, Power Point).
