The Ministry of Foreign Affairs and European Integration of the Republic of Moldova and IOM Mission to the Republic of Moldova are looking for a Migration Technical Facility Consultant, according to the Terms of Reference below, to start as soon as possible.

The Migration Technical Facility Consultant shall act under the general supervision of the European Union Delegation to the Republic of Moldova and the Ministry of Foreign Affairs and European Integration, and shall be responsible for the following:
- Providing logistics support to the implementation of projects and programs under the EU-Moldova Mobility Partnership, as well as any related projects, which are funded by the European Union. The responsibilities for organizational matters pertaining to such events, may include, but are not limited to:
- sending out invitation letters and obtaining confirmation of participation,
- booking the venue, organizing conference facilities, accommodation, meals and interpretation services,
- issuing payment authorizations/requesting payments for travel, processing travel and subsistence allowances,
- providing relevant background information for the presentations to be included in the events’ agendas, ensuring the distribution and translation of presentations, background material to the presentations prior to seminars/conferences/technical meetings and providing assistance in preparing materials and publications as a follow-up to the events.
- carrying out information activities, which include inter alia production of compilations of conference materials, briefing papers, press-releases and a newsletter on the progress of implementation of the Mobility Partnership (to be produced on quarterly basis).
- identifying and maintaining contact with experts which participate and deliver presentations at thematic workshops or carry out relevant research.
- Monitoring mass-media and all information pertinent to the national migration management framework, the implementation of the EU-Moldova Mobility Partnership and the Migration Profile as well as channelling/referring the queries and information on these topics to the responsible institutions.
- Coordinating the translation, publication and distribution of all information and outputs relevant to the functions of the beneficiary entities.
- Performing some ad-hoc tasks on request of the main beneficiary entities and satisfy information requests as may arise.
Necessary qualification: (education, experience and skills):
Higher education, preferably in legal field, public administration, business administration, economy, political science, or alternatively a combination of relevant education with professional experience. At least two years of experience in project planning and implementation, or alternatively relevant experience within the Government, some nongovernmental organizations or legal/financial-economic consultancy.
Experience in positions implying responsibility, with a gradual increase of duty tasks. Skills to supervise and lead the employees for the purpose of achieving the ultimate goals.
Good skills of text editing, as well as good communication and negotiation skills. Good computer skills. Creative and strategic thinking, dedication, efficiency, flexibility, motivation in obtaining the expected results. Ability to work efficiently and harmoniously, in coordination with responsible people from different organizations, including ability to work with foreign citizens.
Language skills:
Knowledge of the State, Russian and English languages (verbal communication skills and written language skills for text editing).
