Background:
The EC/FAO Programme on Information Systems to Improve Food Security Decision-Making in ENP East Area is designed to enhance national capacity in generating, analyzing, communicating and mainstreaming reliable food security-related information into food security-related policies and programmes. The Programme will be implemented in four countries (Armenia, Azerbaijan, Georgia and Moldova) over a period of three years. It builds on the experiences and achievements of the EC/FAO Food Security “Information for Action” Programme (2005-2008).
Qualifications:
- University degree in agronomy, agricultural economics, agricultural engineering or related field;
- At least five years of demonstrated experience in formulating, implementing and managing agricultural/rural development and food security-related programmes and projects in the country or the region and with government institutions;
- Working knowledge of English; knowledge of Russian and the local language;
- Ability to communicate clearly and concisely both orally and in writing;
- Computer literacy and ability to use effectively word processing, statistical software and other office automation equipment.
- Networking and coordination skills.
Specific duties are as follows:
- Contribute technical, management and organizational inputs to all the activities of the Programme in the country;
- Contribute technical advice for strengthening the food security analytical capacity in the country, reinforcing the link between food security information and response;
- Monitor day-to-day activities of the Programme in the country to ensure relevance, timeliness and efficiency of implementation, and proposing corrective actions when needed;
- Contribute to the functioning of Programme implementation mechanisms by participating in the Country Coordination Team, serving as Secretariat, and other Programme meetings;
- Participate in national policy dialogue and carry out advocacy activities for mainstreaming agricultural and rural development and food security into national and subnational poverty policies and programmes;
- Coordinate the implementation of the communication and knowledge sharing strategy, implementing activities to increase awareness and understanding of food security issues among analysts, policy-makers and the media and ensuring adequate communication of all information products generated with support from the Programme through appropriate channels including the “Food Security Information for Action” Website;
- Facilitate networking and information exchange in the country among relevant stakeholders, including governmental and non-governmental organizations, the EC and FAO representatives;
- Ensure liaison with Government officials, key donor partners and other stakeholders on issues of relevance to the implementation of the programme’s activities.
