Diaspora Outreach Assistant– IOM

The IOM Mission to the Republic of Moldova is looking for a Diaspora Outreach Assistant.

In general be responsible for:

  1. Assisting in implementation of the project “Supporting the implementation of the migration and development component of the EU-Moldova Mobility Partnership” (Project), including but not limiting to assisting with planning, preparing, organizing, coordinating, implementing and following up on the activities;
  2. Conduct research and assessment work and provide grounded advice, particularly in view of strategic, programmatic and project-specific funding opportunities;
  3. Assist with developing, drafting, and editing new project proposals and initiatives in the diaspora, migration and development, labour migration/mobility, remittances and migration management area in Moldova, by inter alia collecting, systematically organizing and analyzing information in support to project development;
  4. Assist in editing and preparing of relevant situation/activities Donor/project reports, updates, info sheets, publications, press-releases, presentations and other information materials, analysis of statistical information for the purposes of the project etc., in cooperation with relevant officials at IOM Moldova, project partners and other IOM missions involved;
  5. Providing necessary support in establishing and developing linkages/strengthening cooperation with diaspora associations and initiative groups, national authorities, national counterparts, civil society, international organizations, acting as focal point for project activities etc.;
  6. Maintaining of regular working relations and communication on project issues with diaspora associations and initiative groups, national diaspora and migration related agencies and institutions, international organizations and NGOs, other project partners;
  7. Fulfill internal procurement, and other administrative formalities in order to provide support to mission activities aimed at providing research, training, institutional and infrastructure capacity development to the diaspora associations and initiative groups, Moldovan Government institutions with diaspora and migration-related mandates; 
  8. Support the organisation and participate in meetings with diaspora associations and initiative groups, government, non-governmental and UN agencies/institutions, inter alia taking minutes of the meetings, brief notes/notes for the file;
  9. Support, including from logistics perspective, organisation of seminars, trainings, press conferences and other events on issues related to diaspora, migration and development, labour migration, remittances and migration management in Moldova;
  10. Support the functioning of the Project’s Steering Committee, which will be lead by IOM and Government and will comprise of relevant project partners (Donor, national authorities and international agencies);
  11. Assist in planning and organizing aspects of new country projects as well as in monitoring and backstopping ongoing activities;
  12. Assist with developing Memoranda of Understanding, contracts, expert ToRs, agreements and other related documentation;
  13. Assisting international and local experts commissioned by IOM for the purposes of the project;
  14. Perform such other duties as may be assigned.

Qualifications and skills required:

      • University degree or 5 years of relevant work experience in Social Sciences, and training in media and communication, project management and development.
      • Knowledge and experience in media, communication and outreach, migration issues and regulations of Moldova,
      • Work experience in media and communication, project development and implementation, budget drafting, research and report writing.
      • Strong analytical and planning skills, personal commitment, efficiency, flexibility, drive for results, respect for diversity, creative thinking.
      • Ability to work effectively and harmoniously with colleagues from varied cultures and professional background.
      • Fluent knowledge of Romanian, Russian and English and good computer literacy.
