VN/2010/001: Associate Administrative / Programme Officer, NOB - UNHCR

The United Nations High Commissioner for Refugees (UNHCR) Representation in the Republic of Moldova wishes to announce the following vacancy:
VN/2010/002              Associate Administrative / Programme Officer, NOB

Main responsibilities:
The Associate Administrative/Programme Officer is responsible for programming and administrative matters in UNHCR Moldova. Programme management tasks include:
- Participation in negotiations and discussions with the partners concerning the planning and implementation of UNHCR assisted programmes;
- Assisting in the design and preparation of detailed project proposals according to UNHCR standards and drafts relevant sub-project agreements to be concluded with implementing partners;
- Assisting in the evaluation of project proposals submitted by implementing partner;
- Monitoring project/programme activities by reviewing a variety of records, including work plans, progress reports, project inputs, budget/financial reports and expenditures; and undertaking visits to various sites in order to assess refugee needs;
- Maintaining good working relations with implementing partners and local authorities.
Administrative duties consist of:
- Monitoring and directing the day-to-day personnel, financial and administration operations of the office; advising staff in the office on personnel, financial administrative policies, procedures, rules and regulations in order to ensure compliance with UNHCR's financial rules and regulations;
- Handling all recruitment, appointment and administrative formalities concerning local staff;
- Providing information to newly assigned international personnel on prevailing local conditions and general administrative matters;
- Preparing reports and papers for submission to Headquarters concerning personnel matters on staffing, extension of contracts, conditions of service, etc.;
- Controls and checks the monthly accounts and various administrative activities in order to verify and certify disbursements are in accordance with the administrative budget and UNHCR financial rules;
- Undertakes other duties as required.

The applicants should meet the following criteria:
- Be a national of the Republic of Moldova,
- Have excellent knowledge of English, Romanian and Russian. Excellent computer skills (MS Office, Excel, Word, PowerPoint, People Soft);
- University degree or equivalent in Economics, Business Administration, Finance or other related fields;
- Extensive and progressive work experience in the field of programme management and finance administration– minimum 4 years;
- Good interpersonal skills and ability to work in a multinational environment.

Duration of initial appointment will be limited to one year, with a possibility of extension.
