United Nations Children’s Fund in Moldova is hiring Technical expertise to the Ministry of Finance (MoF), Ministry of Social Protection Family and Child (MSPFC) and Ministry of Education and Youth (MEY) and UNICEF Moldova to identify and jointly agree priority areas for intervention, related to the increase in efficiency of state funded programmes for the social and education sectors, through efficient budget planning, budget execution and better targeting of child related programmes, within the framework of the Public Finance Management Reform (PFMR).
Purpose:
National expertise to facilitate the process of joint work between UNICEF Moldova, the line ministries and development partners. The consultant will work closely with the MoF, MEY and MSPFC, UNICEF Moldova, the WB, DFID, EC Delegation, will assist them to develop the strategy jointly, and prepare a project document that will take into account the ministries’ priorities, and donors’ commitments in the field of PFM. The participation of the Ministry of Local Public Administration (MLPA) as indirect beneficiary of the project should be envisaged in the light of foreseen decentralisation of social services and increasing responsibilities of the local public authorities in developing local social and educational plans.
