Purpose: Under the supervision of Chief of Equitable Access to Quality Service Programme, contributes to programme planning, administration, implementation, monitoring and evaluation of programme/project activities, including teamwork and capacity building in the area of Early Childhood Development.
Assignments:
- Undertakes ongoing field visits to UNCIEF project sites for the participation in, or observation of project activities and local conditions. Prepares routine reports on results of visits and project progress;
- Collects and assembles data and background information with regard to programme/projects, activities related to Early Childhood Development (more specifically via Better Parenting and Community Mobilisation), and provides updated information on programme/project financial and administrative status for analysis and report purposes. Analyses programme/project status and recommends appropriate adjustments. Prepares tables, graphs or other statistical data for technical review/monitoring purposes;
- Monitors the flow of supply and non-supply assistance to local authorities. Drafts supply and financial documentation, collects and records information on supply/non-supply inventory, distribution and utilisation;
- Investigates queries regarding authorisation, delivery or payment and follows up with Finance, Administration, Supply and Programme staff on processing of payments, advances to government and liquidation of accounts. Ensures that activities are in accordance with plans of action;
- Communicates with local counterpart authorities on project feasibility and effectiveness including monitoring the flow of supply and non-supply assistance. Recommends courses of action to the supervisor;
- Undertakes arrangements for visits to project sites for government and other partners, which include providing information and briefing on project activities and status;
- Drafts programme budgets, ensuring accuracy and appropriateness of coding in accordance with PIDB system, drafts and issues updated status reports;
- Undertakes follow-up action on programme implementation activities and prepares reports. Drafts changes in programme work-plans. Attends technical cooperation meetings, prepares notes and undertakes follow-up action related to programme implementation and monitoring;
- Assists in the preparation of country programme recommendation by drafting relevant documentation ensuring accuracy and consistency with established rules and regulations. Maintains computerised programme system and submits relevant reports;
- Drafts relevant sections of reports (required for donors, management, annual reports, etc.).
Qualifications and competencies required:
- University Degree in Social Sciences, Health Protection or related field;
- Two to five years progressively responsible experience in programme design, administration, monitoring and evaluation in related field;
- Fluency in English, as well as in Romanian and Russian required;
- Communication, analytical and training skills;
- Good knowledge of computer management and applications;
- Ability to work in an international and multicultural environment.
