Joint Strategy Meetings

 
Purpose of Joint Strategy Meetings (a) to review and validate the Results Matrix agreed at the UNDAF Prioritization Retreat, including identification of opportunities for joint and collaborative programming, monitoring and evaluation and for wider partnerships, and establishment of thematic groups; (b) for each agency to agree on the key outcomes and outputs of its programme of cooperation and its implementation strategy with government, implementing Ministries and key non-governmental partners.

Timing: The UNDAF should be completed by December Year 4, which will give the agencies time to work on their draft CPDs between November and February.

  • The first JSM should be held no later than end February Year 5. By this time, draft CPDs (DCPD) will almost be completed. This meeting will give an opportunity for governments and all other partners to review the UNDAF results matrix. Agency programme linkages to UNDAF outcomes must be clearly articulated. Agencies should revise/complete and validate CP outcomes and indicative outputs at the JSM in order to submit their DCPDs to their respective Boards' Secretariat, with a signed UNDAF, by end March.After the respective Executive Boards have provided comments on the draft CPD, in June, agencies will commence work on their CPAPs.
  • The second JSM, which is discretionary, is an internal UN meeting and will take place after Agencies have completed their CPAPs. Agencies will share their CPAPs and establish any further working groups or other mechanisms to ensure monitoring and follow-up. The second JSM can become a component of the annual UNCT retreat.

JSM 1 Desired Results: UNCT, government co-ordinating ministry, implementing ministries and key non-governmental organisations and other partners meet in February with two objectives: to review and complete the Results Matrix, especially as it refers to agency outcomes and outputs and; for strategic review of each agency's programme of cooperation with the Government and other implementing partners. This meeting needs to be carefully structured to ensure that the Millennium Declaration and the Millennium Declaration Goals, the agencies' mandates and the normative mandate of the UN are all adequately reflected and are in line with the national development priorities.

JSM 2 Desired Results: After the completion of the CPAPs and prior to the commencement of implementation of programmes, the second JSM takes place. The purpose of this meeting is for UNCT members to share and review final CPAPs (and other programming and M&E tools) and ensure that processes for implementation, monitoring, and follow-up are in place.
